Fall 2011 HSA Recreational Season Pay Update

Hancock Soccer Association's Recreational Divisions Fall 2011 season ends on October 16, 2011.  The Findlay USSF Certified Referee Assignors will begin preparation of the Fall 2011 season referee payroll checks on this weekend.  MAKE SURE THAT YOU HAVE TURNED IN ALL COMPLETED HSA RECREATIONAL GAME REPORTS PAPERWORK AT THE EMORY ADAMS PARK EQUIPMENT SHED AND THAT YOU HAVE COMPLETED ALL NECESSARY ARBITER ONLINE GAME REPORTS ASAP.  FAILURE TO COMPLETE THE HSA GAME REPORTS AND/OR ARBITER ONLINE REPORTS WILL RESULT IN A DELAY IN RECEIVING YOUR FALL 2011 REFEREE PAY FOR HSA RECREATIONAL GAMES YOU HAVE OFFICIATED.

Findlay Area Certified USSF Referee Assignors

There are two Certified USSF Referee Assignors who will be making officiating assignments for all youth soccer matches scheduled on the Findlay home soccer fields.

How To Deal With Problem Parents

  • Remain calm.
  • Do not get into discussions or arguments with the sidelines.
  • Enlist the support of the coach.  Ask the coach to speak with the offending spectators and let the coach know that if the behavior continues, the game will not.  This will usually be enough to quiet most parents (other parents may understand the consequences and help with the problem spectator).
  • If you have asked the coach to deal with problem parents and the situation continues, ask the coach to have the spectator leave the area.  If the spectator refuses, tell the coach that if the spectator is not removed, the game will end.  Give the coach a reasonable amount of time (a few minutes) to deal with the situation.  Remember, you cannot dismiss a spectator directly but must work through the coach or a tournament or league official.
  • If the parent does not leave, you should feel free to end the game.  Include any misbehavior on the part of the spectators in your game report to the league so that this type of behavior can be disciplined and stopped.  Most leagues and state associations have methods for dealing with bad behavior, but this often requires a written report from the referee.
  • As a very last resort, you may call the local police for assistance.  It is preferable to avoid this situation if possible.  Only do this if it is deemed absolutely necessary!


Duties And Powers Of The Referee

The Referee's Duties are:

  • To enforce the Laws.
  • To keep a record of the game and keep time.
  • To ensure no unauthorized persons enter the field of play.
  • To restart the match after stoppage.
  • To decide on the fitness of the ball.
  • To ensure that the players' equipment meets the requirements of Law 4.
  • To report on the particulars of the game to the proper authorities.
  • To control the match in cooperation with the assistant referees and the fourth official.
  • To act on the advice of the assistant referees regarding incidents the referee has not been seen.
  • To punish the most serious offense when a player commits more than one offense at the same time.
  • To ensure that any player bleeding from a wound leaves the field of play.

The Referee's Powers are:

  • To give the advantage if the offended team will benefit from it.
  • Discretionary power to stop, suspend, or terminate the game.
  • To take disciplinary action against players guilty of cautionable and sending-off offenses.
  • To stop the game for any infringement.
  • To stop the game for serious injury.
  • To allow play to continue on slight injury.
  • To ensure that coaches/team officials behave responsibly.
  • To reverse or change a decision, but only if it was incorrect and the referee realizes this prior to play being restarted.

What can the referee not do?

Although the referee is empowered to terminate a match in the event of grave disorder, he/she has no power or right to decide that either team is the winner or loser.

The Referee's Most Important Duty:

To use good sense in controlling a game so that the players and spectators enjoy a fairly played game.

Duties Of The Assistant Referee

The Assistant Referee's Duties are to indicate:

  • When the whole of the ball has passed out of the field of play.
  • Which side is entitled to a corner kick, goal kick or throw-in.
  • When a player may be penalized for being in an offside position.
  • When a substitution is requested.
  • When misconduct or any other incident has occurred out of the view of the referee.
  • To assist the referee to control the match in accordance with the Laws of the Game.

USSF Code of Ethics for Referees

  1. I will always maintain the utmost respect for the game of soccer.
  2. I will conduct myself honorably at all times and maintain the dignity of my position.
  3. I will always honor an assignment or any other contractual obligation.
  4. I will attend training meetings and clinics so as to know the Laws of the Game, their proper interpretation and their application.
  5. I will always strive to achieve maximum team work with my fellow officials.
  6. I will be loyal to my fellow officials and never knowingly promote criticism of them.
  7. I will be in good physical condition.
  8. I will control the players effectively by being courteous and considerate without sacrificing fairness.
  9. I will do my utmost to assist my fellow officials to better themselves and their work.
  10. I will not make statements about any games except to clarify an interpretation of the Laws of the Game.
  11. I will not discriminate against nor take undue advantage of any individual group on the basis of race, color, religion, sex or national origin.
  12. I consider it a privilege to be a part of the U.S. Soccer Federation and my actions will reflect credit upon that organization and its affiliates.
