NWOYSL Competitive Divisions Game Reports

The preliminaries.............

Referees need to collect the NWOYSL Game Reports from both teams prior to the start of each match.  Coaches and/or managers will provide these to you.  The NWOYSL report forms should have all team related information blanks completed in entirety by each respective team.  Upon initial inspection, if you see that any team information blanks are not properly filled out, instruct that team's coach and/or manager to complete the missing information.

You should also receive a copy of the roster from each team.  NWOYSL League rules require that player jersey numbers MUST be filled in on that roster.  If the player jersey numbers are not on the roster, instruct the coach and/or manager of that team to write them in the space provided on the roster.

You will also receive the player passes from each team.  You will use these to verify the players when checking them in prior to the match.  You are to keep these passes in your possesion until the match is over.

The Home team is to provide a stamped addressed envelope for mailing in the completed game paperwork to NWOYSL.  If you do not receive this envelope, ask for it.  If the Home team does not provide you with the stamped envelope, remind the coach and/or manager that they are required to do so and make note of this fact on the NWOYSL report form.

You will also receive the referee game pay from each team.  Pay is to be by CASH - DO NOT ACCEPT ANY CHECKS!  Each team must provide ONE-HALF of the Center Referee pay, and ONE FULL Assitant Referee pay.  The Center Referee is responsible for making sure the pay is correct and for making sure his/her Assistant Referees receive their pay.  Note: For U9 and U10 matches, there will be no Assistant Referee pay, as Assistant Referees are not utilized in these age divisions.

One last item - Referees are required to inspect the goals prior to the match.  There is a place on the NWOYSL Game Report form for the Referee to initial that he/she did this.  Make sure you check the goals and that you initial this!

After the Game.............

The Referee must complete all Referee related information on the NWOYSL Game Report forms.  There is a perforated section on the report forms.  You also need to fill in the blanks on that section.  Once BOTH NWOYSL Game Report forms are completed, you need to have the coach of each team initial the form in the space provided.  Tear off the Coaches Copy section and give that to each coach.  Also, return the player passes to each respective coach.  Do not forget to give each team their player passes back!  Note: If any Red Cards or Coach Ejections happened during the match, those passes MUST be confiscated and mailed to NWOYSL along with the completed game paperwork.  Do not forget to confiscate the passes of those particular offenders!

You MUST mail BOTH of the completed NWOYSL Game Reports and BOTH of the NWOYSL team rosters to NWOYSL within 72 hours.  However, it is preferred that you get these in the mail ASAP.  And, if any Red Cards or Coach Ejections occured during the match, the player passes for those players and/or coach(es) MUST be included with the paperwork along with any additional Referee Misconduct Report paperwork.

You do not need to send or forward anything to the Findlay Certified USSF Referee Assignors, unless you had major issues involving any Red Cards, Coach Ejections, or other Misconduct incidents during the match.

You can download a copy of the NWOYSL Referee Game Report using the link provided below.  It may be a good idea to look over this form if it is new to you, so you can get familiar with it.  And, you might want to keep a couple spare copies of it in your gear bag in case you run into any "forgetful" coaches and/or managers!

Note About Arbiter

Referees should not have to report anything via Arbiter for NWOYSL matches, as all game scores are reported online to NWOYSL by the coaches.  Game scores are verified and any other game related matters are taken care of by NWOYSL using the Referee Game Reports that go directly to the NWOYSL League office.

If the Findlay Certified USSF Referee Assignors desire you to complete any Arbiter game reports, they will let you know.


How To Deal With Problem Parents

  • Remain calm.
  • Do not get into discussions or arguments with the sidelines.
  • Enlist the support of the coach.  Ask the coach to speak with the offending spectators and let the coach know that if the behavior continues, the game will not.  This will usually be enough to quiet most parents (other parents may understand the consequences and help with the problem spectator).
  • If you have asked the coach to deal with problem parents and the situation continues, ask the coach to have the spectator leave the area.  If the spectator refuses, tell the coach that if the spectator is not removed, the game will end.  Give the coach a reasonable amount of time (a few minutes) to deal with the situation.  Remember, you cannot dismiss a spectator directly but must work through the coach or a tournament or league official.
  • If the parent does not leave, you should feel free to end the game.  Include any misbehavior on the part of the spectators in your game report to the league so that this type of behavior can be disciplined and stopped.  Most leagues and state associations have methods for dealing with bad behavior, but this often requires a written report from the referee.
  • As a very last resort, you may call the local police for assistance.  It is preferable to avoid this situation if possible.  Only do this if it is deemed absolutely necessary!


NWOYSL Competitive Divisions
Yellow Cards, Red Cards, and Misconduct

The Northwest Ohio Youth Soccer League REQUIRES that Referees MUST report all Yellow Cards, Red Cards, and Game Misconduct.  Below are the procedures Referees are to use to report these incidents.

YELLOW CARDS:

Yellow Cards are to be reported using the appropriate spaces provided on the NWOYSL Referee Game Report Form.  The Findlay Certified USSF Referee Assignors do not need to be notified about Yellow Cards issued.

RED CARDS:

Red Cards are to be reported using the appropriate spaces provided on the NWOYSL Referee Game Report Form.  The player pass(es) of the offending palyer(s) MUST be confiscated and sent to NWOYSL along with the NWOYSL Referee Game Report paperwork.

The Findlay Certified USSF Referee Assignors should not need to be notified about Red Cards issued unless there are extenuating circumstances involving the Red Cards (see USSF Reports information below).

MISCONDUCT:

ALL Misconduct incidents (non-cardable incidents) involving players, coaches, and/or spectators are to be reported using the appropriate spaces provided on the NWOYSL Referee Game Report Form.  For any coach ejections, the coach player pass(es) of the offending coach(es) MUST be confiscated and sent to NWOYSL along with the NWOYSL Referee Game Report paperwork.

The Findlay Certified USSF Referee Assignors should not need to be notified about coach and/or spectator ejections unless there are extenuating circumstances involving the incident (see USSF Reports information below).

USSF MISCONDUCT REPORTS:

Depending on the severity and circumstances involving the issuance of Red Cards, coach and/or spectator ejections, and/or other game related Misconduct incidents, you may want to or need to complete and file a USSF Referee Misconduct Report.  The USSF Referee Misconduct Report should be included with the NWOYSL Referee Game Report paperwork.

If you include a USSF Referee Misconduct Report with your NWOYSL paperwork, you should also make sure that the Findlay Certified USSF Referee Assignors receive a "courtesy copy" of the USSF report and the NWOYSL paperwork.

If you are in doubt as to whether or not you should file a USSF Referee Misconduct Report for any Red Card, coach/spectator ejection, or other game related Misconduct, contact the Findlay Certified USSF Referee Assignors as soon as possible.  Upon explaining to them the situation, they will be able to advise you as to whether or not the USSF Referee Misconduct Report is necessary.
